No. Low voltage, receivers, wiring or module communication can create similar symptoms, which is why diagnosis comes first.
Can every ECU fault be repaired roadside?

Should I replace the key battery first?
If safe to do so, it is useful basic evidence—but changing a remote battery will not resolve every transponder or immobiliser fault.
